Bay of Connections is led by a Governance Group of business leaders representing industry, economic development agencies (EDAs), Maori business and local and central government. It has three business representatives, four EDA representatives, two Maori business representatives, a local and a central government representative and the Chair of Collaboration Bay of Plenty Economic Group.

The Management Group oversees the implementation of decisions and actions, and consists of members from Bay of Plenty Regional Council, the region's EDAs and central government.

Overall management is provided by the Bay of Plenty Regional Council, while each industry-led strategy is supported by an industry action group. Bay of Connections works closely with regional partners.

Its framework is also well recognised at central government level, having established a solid working relationship with the likes of the Ministry of Business Innovation and Employment (MBIE), Ministry for Primary Industries (MPI) and New Zealand Trade and Enterprise (NZTE), particularly through the Bay of Plenty Regional Growth Programme.
